The dawn of the new millennium marked new beginnings for Dongbu to emerge as a global leader with a proactive management philosophy that encouraged "full participation, high efficiency, autonomous management" in its executive team. At this time, the group strengthened management systems across its three main business areas and began introducing efficiency-raising measures such as the merit-based management structure and Six Sigma processes across the group.

Moving into the second stage of innovation, Dongbu defined its Mission and Five Innovation Directives while introducing new management systems to raise efficiency and achieve world class management. The company also renewed its commitment to develop the latest technologies across its businesses while making large investments in electric arc furnace steel-making, non-memory semiconductor and MN alloy industries to strengthen its global position in its chosen markets.
